There no locale tab for selecting language when you reply a post, and the language of your reply depends on your currently selected browsing language. Therefore, if you want to post bilingual reply, you have to reply separately under each language. For example, if you only reply under English, your reply will not show under Chinese unless you reply it again under Chinese.
